In 2009, the City developed a 20-year master plan for the cemetery. The primary goal of the plan was to assess the current conditions, future needs, and financial health of the cemetery; as well as provide a road map for the future that would help guide capital investment, service needs, meeting community expectations, budget requirements, and financing.

This plan was developed by a special committee of the Parks Board, the City Council, and select City staff. After receiving Parks board approval on December 9, 2009, it was ultimately approved by the City Council on March 15, 2010.
